Raj Kumar Goswami is a retired Indian Naval Officer and an accomplished academic leader. Over 30 years he was a part of the Indian Navy and ended his career on 30 November 2020 as Commodore. As part of his naval career, he was instrumental in leadership, technical, operational, and team-building roles, process improvement, modernization planning, and project management. One of his major contributions was the naval modernization, where he also ensured the smooth upgrade of warships and developed software systems that would make refit and maintenance more efficient.
After he left the active service, he has decided to follow his beloved teaching and became an academic. He is Gayatri Vidya Parishad College of Engineering for Women faculty member. Professor and later Principal, he was responsible for the academic and administrative functions of the institution. His professional history is a powerful mix of defence engagement, technical skills, and dedication to education and institutional development.
Early Life & Education
Raj Kumar Goswami was born on 1st December 1964 in Sirauli, District Bareilly, Uttar Pradesh. Born to humble beginnings, his father served in the State Government while his mother was a homemaker. He has a broad and varied academic knowledge base, which covers not only his primary field of engineering but also areas of management, information technology, cyber security, and other alternative disciplines. Besides a PhD in Electronics and Communication, he also has several postgraduate degrees, diplomas, and professional certifications from the best Indian and foreign universities, which is a testament to his perpetual learning and interdisciplinary brilliance.

Career
1994 – 1996: Deputy Electrical Officer (Indian Navy)
He was in the navy from November 1994 until May 1996, and his final rank was Lieutenant. He worked as the Deputy Electrical Officer, which implied that he was the head of the maintenance of systems and equipment like radars, gyro navigation aids, electronic warfare systems, computer-aided action information systems, and the like. He also taught the crew how to operate and maintain these systems.
1996 – 1997: Assistant Project Director, DGNP (Mumbai)
His first appointment after the navy was that of Assistant Project Director at the Directorate General of Naval Projects (DGNP), Mumbai, where he served from May 1996 to July 1997. He was involved in project management and coordination for naval systems in the area of responsibility.
1997 – 1998: M.Tech at IIT Delhi
The admission to M.Tech in Radar and Communication at IIT Delhi was pursued by him from July 1997 to December 1998, and he focused on underwater communication systems.
1999 – 2003: System Manager, WESEE (New Delhi)
At WESEE, New Delhi, he was in charge between January 1999 and October 2003. During this time, he was sent to IIT Delhi to work on a data link RF modem algorithm with the SHARC ADSP-21060 processor, moving from MATLAB simulation to C and machine-level coding.
2003 – 2005: Electrical Officer (Warship)
The period from October 2003 to May 2005 was spent by him onboard a warship as the Electrical Officer, where he led a department of more than 55 personnel. His responsibilities included power systems, communication equipment, and the technical training of staff.
2005 – 2008: Head, IT Department (Naval Dockyard, Visakhapatnam)
He was a Commander and the head of the IT Department at Naval Dockyard, Visakhapatnam, during the period May 2005 to May 2008, when he was leading the IT staff training, hardware maintenance, and in-house software development.
2008 – 2010: Officer-in-Charge, Weapon Equipment Depot
He was in charge of the Weapon Equipment Depot, Visakhapatnam, from May 2008 to April 2010, overseeing the entire administration, procurement, inventory, accounting, HR, and other related activities.
2010 – 2011: Electrical Officer (Capital Warship)
He was an Electrical Officer on a capital warship from April 2010 to June 2011 and was in charge of not only the propulsion system but also of the radar, sonar, weapons, and the entire power distribution as well.
2011 – 2012: Command IT Officer, Eastern Naval Command
June 2011 to May 2012 saw him as a Captain responsible for the entire Eastern Naval Command area in terms of IT management. This included not only the IT part of infrastructure maintenance, budgeting, and training but also the automation projects.
2012 – 2013: Higher Defence Management Course
He took the Higher Defence Management Course at CDM, Secunderabad from May 2012 to April 2013 and was awarded a Master's degree in Management Studies from Osmania University.
2013 – 2016: Additional Command Electrical Officer
He was the Additional Command Electrical Officer from April 2013 to October 2016, training tech personnel and supervising electrical, electronic, and weapon systems throughout the Eastern Naval Command.
2016 – 2018: Director, Modernisation Monitoring Team
He was a Commodore in charge of the Modernisation Monitoring Team from October 2016 to February 2018, and he was responsible for the planning and monitoring of Indian Naval modernisation programs.
2018 – 2020: Senior Command Electrical Officer
He was the Additional Command Electrical Officer from February 2018 until his retirement in November 2020, responsible for the management of the entire East West Naval Command armory, electronics, and electrical systems.
2020 – 2021: Professor (Engineering Education)
On November 30, 2020, he stepped down from the Indian Navy and took up the position of Professor at Gayatri Vidya Parishad College of Engineering for Women, Visakhapatnam, imparting knowledge to B.Tech and M.Tech students.
2021 – Present: Principal
He has been the Principal of Gayatri Vidya Parishad College of Engineering for Women since July 2021, providing academic leadership, institutional administration, and handling of hostel management.
PhD Supervision (2025)
He was a Co-Supervisor for a PhD student at Andhra University, who was doing a research on AI-based image inpainting methods for restoration of antique images that had deteriorated.
